On the morning of April 25, the 4th Congress of the Communist Party of China (CPC) Taizhou University (TU) was inaugurated at the Grand Hall on Jiaojiang Campus. The Congress marks a significant milestone as it takes place at a critical phase of TU’s pursuit of attaining university status while the nation embarks on a new journey to build an education powerhouse and Zhejiang Province endeavors to further enhance its higher education.

The theme of this Congress was “holding high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the Communist Party of China, seizing the strategic opportunities arising from the efforts to establish educational excellence at the national, provincial, and municipal levels, carrying out the fundamental task of cultivating virtue and talent, deepening reform and innovation, removing obstacles to development, striving to build from within, continuing to enhance town-gown relations, staying true to the original aspirations, forging ahead with enterprise and fortitude, and making a concerted effort for a speedy attainment of university status”.
During the Congress, 184 party delegates from all units of the University will fulfill their responsibilities, deliberate the conference reports, elect a new university party committee and discipline inspection commission, and complete all agenda items of the Congress. They will strive to contribute their wisdom and strength to accelerate the construction of TU.
Li Yueqi, Secretary of the CPC Taizhou Municipal Committee, attended the conference and delivered a speech. Zhu Jian, Secretary of the CPC TU Committee, presented the Party Committee Report to the conference. The meeting was chaired by Le Chuanyong, University President and Deputy Secretary of the CPC TU Committee.
Also present at the conference were Zhu Qiaoxiang, Member of the Standing Committee of the CPC Taizhou Municipal Committee and Head of Taizhou Organization Department, Lin Qiang, Secretary of the CPC Jiaojiang District Committee, Wu Huading, Secretary of the CPC Linhai City Committee, Xu Lihui, Deputy Secretary of the CPC Huangyan District Committee and Head of Huangyan District, and Chen Haixiao, Deputy Secretary of the Educational Work Committee of the CPC Taizhou Municipal Committee and Deputy Party Secretary of Taizhou Education Bureau, who were sitting on the podium.
Invited attendees also included former leaders of the University, university leaders of non-communist parties, heads of TU’s directly affiliated organizations, representatives of non-party personages, representatives of People’s Congress delegates and members of People’s Political Consultative Conference at all levels, and TU’s high-level talents, middle-level officials, heads of key disciplines, as well as the president of TU’s Student Union.
As the rousing notes of the National Anthem of the People’s Republic of China filled the air, the conference officially commenced at 9 am.

On behalf of the CPC Taizhou Municipal Committee, Li Yueqi offered heartfelt congratulations on the convening of the conference. Li emphasized that Taizhou University, named after the city itself, epitomizes the pinnacle of higher education development in Taizhou. Since the 3rd Party Congress convened, TU’s Party Committee has remained steadfast in its commitment to nurturing morality and talent. With a focus on the goals of “seeking accreditation of master’s degree programs, endeavoring to acquire university status and achieving excellence”, the committee has rallied party members, faculty, and staff, fostering unity and leading initiatives in reform and innovation. Proactively engaging in discipline construction, talent cultivation, and community service, the University has achieved significant breakthroughs. Its development has surged into the fast lane of transformation and innovation, resulting in enhanced comprehensive strength, social reputation, and influence. This success is a source of pride not only for every member of Taizhou University but also for every resident of Taizhou.
Li Yueqi expressed his expectation that the new university party committee would consistently prioritize political education with the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and uphold the fundamental mission of cultivating moral character and nurturing talent for the betterment of the party and the nation. Li stressed the importance of maintaining the party committee’s leadership role under the leadership of the university president, ensuring the party’s overarching influence across all aspects of university governance. Additionally, he underscored the imperative of maintaining a strong focus on academic quality, particularly by aligning disciplines with industry needs and accelerating the development of high-quality programs. Li also emphasized the University’s role in serving the local community, particularly in supporting Taizhou’s aspirations to become an innovative city, and highlighted the need for deeper collaboration between the University and the local government. In addition, he stressed the importance of campus safety, urging comprehensive measures to enhance safety management. Finally, he highlighted the necessity of strict and clean university governance and thorough party discipline education so as to foster a politically and academically upright environment at the university.
Li Yueqi emphasized that, as the leading institution of higher education in the city, Taizhou University must embrace its role with unwavering determination. He urged the University to accelerate its journey towards excellence and advancement by seizing opportunities and enhancing its strengths, strive to become a top-tier applied university that aligns with modern standards, and make greater contributions to the high-quality development of Taizhou. He also pledged that the CPC Taizhou Municipal Committee and Taizhou Municipal Government would continue their full support to the University, reinforcing collaboration between academia and the local community, intensifying their efforts in key areas such as discipline development, talent cultivation, faculty enhancement, and government-industry-academia partnerships, creating optimal conditions for the University’s upgrading.

Zhu Jian, on behalf of the 3rd committee of the Communist Party of China of Taizhou University, presented a report titled “Upholding Our Original Aspirations, Forging Ahead with Fortitude, and Making a Concerted Effort for the Rapid Upgrading of Taizhou University.” The report was divided into four parts: a review of the main achievements of the past five years, the mission of building a high-level applied university in the new era, the future endeavors to turn TU into a model for applied universities nationwide, and guiding the university’s high-quality development with excellent Party building work.
In his report, Zhu Jian emphasized that since the 3rd Party Congress, the University Party Committee, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, has diligently implemented Xi Jinping’s directives on education, focusing on moral education and talent nurturing while also building from within and serving the local community. Having obtained the accreditation to offer multiple master’s degree programs, the University has embarked on a new journey toward seeking university status and accreditation of doctoral programs and achieved significant progress in different aspects. Over the past five years, the University’s Party building work has played a leading role in the University’s development, and moral education initiatives have taken root. Teaching reforms at the university have focused on enhancing its applied characteristics, and discipline construction has yielded high-quality results. Talent cultivation efforts have optimized faculty structure, while local engagement has grown stronger, facilitating enhanced collaboration. The integration of top-tier resources and partnerships with other academic institutions have produced tangible outcomes. Educational conditions and service standards have seen continuous enhancement. Rigorous party building has significantly advanced clean governance. In the past five years, the university community has pulled together in driving accelerated progress in its construction and development.
Zhu Jian remarked that these accomplishments were made possible through the steadfast leadership of the higher-level party committee and government, the resilient groundwork laid by past administrations, the unwavering dedication of staff and faculty, the staunch support of alumni, and the enthusiastic assistance of the people of Taizhou.
In alignment with national and provincial educational objectives and recognizing the competitive landscape, Zhu Jian emphasized TU’s mission as a local applied university. He indicated that our goal is to firmly establish ourselves in Taizhou, promote educational values, pioneer Chinese applied education, set local development standards, cultivate highly capable talents with patriotism, innovation, and practical skills, drive scientific innovation, serve society, celebrate fine Chinese culture, and contribute to Taizhou’s prosperity.
Over the next five years, TU aims to rank among the top provincial universities, enhance facilities comprehensively, complete construction of the Huangyan Jiangkou campus, seek authorization to confer doctoral degrees, and officially attain university status. Additionally, TU seeks to excel in undergraduate education and establish itself as a highly reputable applied university both domestically and internationally.
Looking ahead ten years, TU aims to obtain authorization to confer doctoral degrees, establish a comprehensive talent development system from undergraduates to doctoral candidates, maintain top-quality undergraduate education, and solidify its reputation as a top-tier applied university with influential disciplines and a high-caliber faculty team.
Zhu Jian emphasized the importance of prioritizing people in running a university that serves the community. This involves focusing on human development, meeting human needs, and unleashing human potential to create a university characterized by harmony, vibrancy, beauty, and happiness. It is essential to choose the right development strategy and consistently adhere to four principles: moral education as the foundation, disciplinary leadership as the direction, talent cultivation as the driving force, and fostering town-gown relations to achieve the goals for the next five to ten years.

Zhu Jian elaborated on the strategic initiatives aimed at achieving our goals over the next five years. First, the University is dedicated to enhancing the quality of education and teaching comprehensively. This entails refining the moral education system, innovating talent cultivation approaches, and advancing digital education initiatives. Additionally, the University is committed to driving reforms in engineering education, revitalizing teacher education, and accelerating the growth of medical education. Second, the University will focus on strengthening disciplinary construction to elevate our research endeavors. The aim is to enhance the prominence of the leading disciplines, elevate graduate education, and foster landmark research achievements. Third, attracting and nurturing top-tier talent is a key priority. The University will implement comprehensive strategies to attract talent and facilitate the development of a diverse talent pool within our institution. Fourth, collaboration is paramount, both locally and globally. The University will expand high-quality partnerships, deepen industry-education integration, and cultivate new international collaborations. Fifth, innovation and entrepreneurship will be prioritized through optimized systems, improved educational environments, and groundbreaking achievements. Sixth, the University envisions a vibrant cultural campus that fosters a robust university culture. This entails enhancing existing cultural landscapes and creating fine cultural works. Seventh, the University is committed to enhancing administrative efficiency, transforming into a service-oriented system, and strengthening service guarantees to provide an unparalleled educational experience. Finally, the University will embark on expanding and upgrading our educational facilities, including completing phase one construction on the Jiangkou campus and implementing cutting-edge infrastructure projects. With unwavering ambition, determination, and a sense of responsibility, the University is steadfast in realizing its vision of becoming a leading applied university of excellence.
At the core of university excellence lies the robustness of Party leadership. Zhu Jian emphasized the crucial role of steering the University’s trajectory through top-tier Party building, ensuring that Party development aligns with institutional progress. It is imperative to reinforce the CPC’s comprehensive leadership across the university, deepen ideological education, innovate in political work, strengthen cadre development, fortify grassroots Party units, and enforce rigorous Party governance to cultivate a campus culture characterized by diligence, integrity, and harmony.
In his closing remarks, Zhu Jian fervently rallied the entire university community to seize the reins of university advancement and embrace the weighty mantle of historical responsibility. He urged, “Let us raise high the banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully adopt the principles of New Development, unite the collective strength of our faculty and staff, stay true to our original aspirations, advance with solidarity, and strive to expedite the attainment of university status!”.

The Discipline Inspection Commission of the Communist Party at Taizhou University submitted a written report entitled “Upholding the Spirit of Self-Revolution, Deepening Comprehensive Party Governance to Provide Strong Assurance for the Accelerated Upgrading of Taizhou University” to the conference.
Prior to the opening ceremony, a preparatory meeting was convened to hear a report from Zhu Jian on the conference’s preparations. Delegates also reviewed and endorsed reports on delegate qualifications, the composition of the presidium and secretaries, and the conference agenda.
After the opening ceremony, delegations proceeded with group discussions as per the conference schedule, carefully examining and deliberating on the Party Committee’s report, the Discipline Inspection Commission’s work report, and other conference documents.
