The 2025 Provincial Education System Working Conference & Comprehensive Strict Party Governance Working Conference was held in Hangzhou on January 21. Zhu Jian, Secretary of the CPC TU Committee, delivered a speech titled “Promoting the Deep Integration of Scientific and Technological Innovation and Industrial Innovation, and Serving the Development of Local Emerging Productive Forces According to Local Conditions.”
The conference thoroughly studied and implemented the important expositions of General Secretary Xi Jinping on education and the spirits of the National Education Conference and the 28th National Conference on Party Building in Colleges and Universities. It implemented the arrangements of the National Education Conference and the provincial sessions, summarized work, analyzed the situation, and researched and deployed the provincial education work and comprehensive strict Party governance work in 2025.
Chen Chunlei, Deputy Secretary of the Provincial Party Committee Education Working Committee, Secretary of the Party Committee and Director of the Provincial Department of Education, attended the conference and delivered a speech. Wang Jian, member of the Provincial Party Committee Education Working Committee, member of the Party Committee of the Provincial Department of Education, and leader of the discipline inspection and supervision group of the Provincial Commission for Discipline Inspection and Provincial Supervisory Committee stationed at the Provincial Department of Education (Provincial Party Committee Education Working Committee), made specific arrangements for comprehensive strict Party governance work. The conference conveyed the instructions of Governor Liu Jie on education work.

The conference pointed out that in the past year, the provincial education system had unswervingly implemented the Party’s education policy, focusing on the provincial Party committee’s deployment requirements of “one primary task, three main directions, and two fundamentals,” and delivered a high-scoring answer sheet characterized by “stability with improvement and strengthening amid changes.” 2025 is a crucial year for implementing the spirit of the National Education Conference and the Outline for the Construction of an Education Power, as well as the year of closing the “14th Five-Year Plan” and planning the “15th Five-Year Plan.” It is also a year for accelerating the comprehensive layout and high-level promotion of building an education powerhouse province.
The construction of an education powerhouse has entered a critical stage of accumulation and breakthrough, as well as comprehensive leapfrog development. The provincial education system should fully understand the new orientation of education work entrusted by General Secretary Xi Jinping and the Party Central Committee, the new characteristics of the economic and social development of the province, the new issues restricting the high-quality development of education, and the new challenges affecting the high-level security of education. It should analyze and judge the changes, situations, opportunities, and challenges faced by education, and promote the construction of an education powerhouse province to accumulate momentum for steady and far-reaching progress.
Zhu Jian delivers a speech
In his speech, Zhu Jian pointed out that TU was committed to the mission of “running a good university and prospering a city,” adhering to the integrated development of education, science, and technology talents, and building a high-level applied university with distinctive features. Over the past year, the university has been selected as a provincial demonstration university for Party building work, obtained authorization for 14 master’s degree programs, achieved a global ESI top 1% ranking for six disciplines, received 26 grants from the National Natural Science Foundation of China, established six new provincial platforms, and won 21 provincial science and technology progress awards and national industry association awards, effectively contributing to the development of local emerging productive forces.
Zhu Jian shared the university’s experiences and practices in three aspects: Firstly, draw a clear “dot-line-area” map to promote in-depth and practical services for the local community. Thoroughly implement the concept of a “community of shared future, interests, and struggle” between the university and the locality, use the Party building chain to lead the talent chain, empower the industrial chain, and give back to the education chain, achieving full coverage of industrial cooperation platforms and projects across the city. Actively establish an industry-education integration alliance and more than ten industrial research institutions, successively establishing 11 industrial colleges and the Taizhou Engineer College to provide a large number of industrial innovative talents with “patriotic feelings, pioneering spirits, and solid skills” for Taizhou.
Secondly, set up a “direct bus” to deepen the integration of government-industry-academia-research innovation. Establish a mixed-ownership public technology service platform for the first time in the province, set up the Provincial Industrial Innovation Service Complex for Measuring Tools and Wenling Research Institute, build the country’s first industrial digital center, establish Sanmen Research Institute and Zhejiang (Taizhou) Mold and Plastic Industry Research Institute, connect with the provincial “315” science and technology innovation system and the six future industries in Taizhou, and construct a scientific research organization mechanism featuring “great collaboration, great research breakthroughs, and great achievements.”
Thirdly, deliver a “combination punch” to maximize the vitality of talents. Improve the social service-oriented professorial job evaluation system, increase the weight of scientific and technological achievement transformation in evaluations, establish mechanisms for normal communication of university-enterprise needs and talent exchange and sharing, promote scientific and technological innovation to shape new development advantages, implement the “one doctor for one enterprise, one team for one industry” initiative, establish 107 “1139 Science and Technology Squadrons” led by professors and doctors, and select 62 individuals to serve as “vice presidents in charge of science and technology” in 60 private enterprises and 12 individuals as cultural commissioners to strengthen the collaboration of scientific and technological achievement transfer and transformation.
Zhu also stated that in 2025, the university will thoroughly implement the arrangements of the National Education Conference and the Provincial Education System Working Conference, focus on fulfilling the fundamental task of cultivating talent with morality, and strive to build “the university that cares most about students.” It will focus on the construction of “three powerful provinces” and strive for the cultivation and breakthrough of landmark achievements. It will focus on the deep integration of scientific and technological innovation and industrial innovation and make greater contributions to shaping new development advantages through scientific and technological innovation.
At the conference, four units, including the Jiaxing Municipal Education Bureau, the Yueqing Municipal Education Bureau, Zhejiang A&F University, and Yiwu Industrial& Commercial College, also delivered speeches for exchange.
