Taizhou University and Zhejiang Huahai Pharmaceutical Co., Ltd. held a Comprehensive Cooperation Conference and Dual-Innovation Integration Promotion Meeting at the Jiaojiang Campus on the morning of June 23.
Li Changming, Vice Mayor of Taizhou, attended the meeting and delivered remarks. Le Chuanyong, President and Deputy Secretary of the CPC TU Committee, and Guo Sijia, Party Secretary, Executive Vice President of Huahai Pharmaceutical and President of Huahai Technical School, signed a strategic cooperation framework agreement on behalf of the two institutions.
The meeting was chaired by TU’s Vice President Han Deman. Other attendees included Xin Hongxiang, Deputy Secretary-General of the Taizhou Municipal Government; Liu Kelin, Assistant to the President of Huahai Pharmaceutical; and Zheng Lijun, TU’s Party Committee Member and Director of Human Resources.

In his remarks, Vice Mayor Li Changming noted that the cooperation between TU and Huahai is a concrete step in implementing the guiding principles of the 20th CPC Central Committee’s Third Plenary Session, the National People’s Congress and the Chinese People’s Political Consultative Conference, as well as a series of strategic initiatives of the provincial and municipal Party committees. He emphasized that this partnership is not only a model of university–enterprise collaboration, but also a highly commendable demonstration of Taizhou’s efforts to integrate technological innovation with industrial innovation.
Li expressed the hope that the two sides would make their cooperation a local example of integrating education, science, and talent development. He called for joint efforts in scientific research and innovation, talent cultivation, and translation of research into practical applications to build a regional demonstration of the integration and development of the medical and chemical industry chain and clusters.
He further stressed that the medical and chemical industry is one of Taizhou’s most important pillar sectors. TU should fully leverage its academic strengths, while Huahai brings its industrial advantages, so that together they can generate results greater than the sum of their parts.

In his address, President Le Chuanyong stated that the cooperation between TU and Huahai is a key step in aligning with national strategies as well as with Zhejiang Province’s initiatives to build a strong education system and a hub for the life and health industry. He emphasized that the partnership also represents an important milestone for the university in rooting itself in Taizhou, serving Taizhou, and advancing the deep integration of industry and education while fostering a symbiotic relationship between the university and the city.
Le also expressed his hope that the two sides would use in-depth cooperation as a link to build a new ecosystem of university–enterprise collaboration in talent cultivation; use dual-innovation integration as a driving force to energize high-quality development; and transform more laboratory innovations into products and competitive advantages in the marketplace, thereby contributing comprehensively to Taizhou’s economic and social progress. He remarked that guided by the mission of “serving the local community,” the university seeks to write a new chapter in university–city symbiosis, turning academic research papers into solutions for enterprise production, and converting enterprise technological challenges into university research topics, so as to ensure that the university and enterprises flourish together, each empowering the other.
During the meeting, the two sides jointly unveiled the TU–Huahai School of Industry–Education Integration, the Joint Graduate Training Base of TU, the Joint International Student Training Base of TU, and the TU–Huahai Pharmaceutical Expert Workstation. Certificates of appointment were also presented by Zheng Lijun and Guo Sijia to the newly appointed “Industry Professors” and “Deputy Directors of Science and Technology” from both sides.
